The context is a description of the implications of the 1961 Hague Convention on the way wills are made (you can use the accepted format in any country in which you're a resident or have nationality or property etc and it will be internationally valid).

"La Convention de la Haye « sur les conflits de lois en matière de forme des dispositions testamentaires » du 5 octobre 1961, entrée en vigueur en 1967, a considérablement élargi les possibilités. Elle est devenue le droit commun français, applicable même aux rapports qui n’intéressent aucun des Etats signataires, car elle est indépendante de toute condition de réciprocité."

I'm not sure what 'rapport' could mean in this context- from the context I'd say it refers to the relationships between countries that aren't signatory states.
Is this correct?

Explanation:
It is not entirely clear in English sometimes whether one should say "relation" vis a vis "relationship". However, I should have thought that in this context the word "relation" fits better than "relationship" because it refers here to something active, ongoing.
