French term or phrase: mettre en œuvre
Il prend plusieurs patents à partir de 1774 mais, la prestigieuse académie ne cautionne pas la mise au point d’un verre sylleptique de son invention, qu’il met en œuvre dans la fabrication d’un télescope à réflexion.

Is this saying that this person discovered the verre sylleptique (Syllepsis Optica/sylleptsis glasses) in the process of making a reflector telescope?

-> but present tense in the text (présent historique) so depends on the tense used by Delaina for the translation.

neutral  polyglot45: agree with philgoddard about the tense. The "présent narratif" is very rarely used in English but extremely common in French

neutral  Nikki Scott-Despaigne: Idem the choice of tense, which should be past. Also, the meaning of "used" could be ambiguous in context (used = utilised; used to = but does no more) and so the choice of prhasing is important too.

agree  Charles Davis: "implemented", the usual translation, works fine here, I think.

A new and peculiar method of preparing and making of optick glasses which I called by the name Syllepsis glasses, and also the application thereof to optick instruments in general, particularly tellescopes, microscopes, reading glasses, opera glasses, and spectacles, whereby distinct vision is more readily procured and the sight greatly relieved, and by which said preparation optick glasses are rendered more perfect, and may be applied with greater certainty."

So he invented this sort of glass and then made a reflector telescope using it.
