The text is discussing different attitudes to sponsorship in France and Great Britain. I am familiar with the translation of 'au dépend de' as 'at the expense of', but I feel that this usage is slightly different, and almost opposite in meaning: I think the thing succeeding 'au dépend de' is what English entrepreneurs VALUED rather than the thing they sacrificed in favour of anything. Ie, I think that this is an example of 'au dépend de' being used to imply that they:

'...gave less weight to arguments of a symbolic nature **to the detriment of** entrepreneurial efficiency' - do you agree?

Many entrepreneurs seem to use them with some reluctance, suggesting perhaps a difference here between the cash crops inherent to both countries, entrepreneurs across the Channel ** giving less weight to
arguments of a symbolic nature at the expense of ** entrepreneurial efficiency.

I think that wording of the ST is confusing and that what it means is that the French tend to give weight to symbolic considerations at the expense of business efficiency, while the British are less prone to do that.
