This is from the concluding paragraphs of a report on the provisional costs of a project for the degradation and restoration of a water basin in Tunisia. The context reads:

"À l'heure actuelle les investissements programmés par le gouvernement et les institutions financières internationales dans le secteur des eaux usées ne couvrent pas les zones rurales surtout dans les communes de moins de 4.000 habitants. Cette population n’a pas accès à un assainissement amélioré et encore moins leurs effluents ne sont pas traités et sont rejetés ou infiltrés dans les nappes d'eau."

I cannot see how this fits into the grammatical structure of the ending of this sentence.
