Hiring of services that do not require approval and of services that do Explanation: Without any other context it is difficult to say but this gives me the impression they are referring to services or goods that can be hired directly by employees, without the need to request prior approval, i.e. these would be pre-approved services or goods that can be requested with no further authorization/negotiation. Then there would be services or goods that can be requested but will require further authorization/negotiation |
