There are two distincts règlements in your question : there are "règlement" with a lower case "r" in initial meaning "settlement" and Règlement with a capital "R" meaning Rules. "Awarding, executing and regulating public procurement in WAEMU" for passation, d’exécution et de règlement des marchés publics dans l’UEMOA is a mistranslation. In French "regulating procurement procedures" would rather be "ENCADREMENT des marchés" anyway, not "règlement".

THis is probably a silly quesiton, but have you consulted the original FR versions of each of the document? That should give you an indication of how the term is being used in each particular context and make each of the choices more clear.

There are 26 hits for "règlement..." although many are for "règlementation". I have had a speed read through and I suspect as you have more complete context, that it should become clearer.

I'm lost as to which particular example is causing the problem. There is room for confusion, room for overlap, but we need to be sure which example you are needing help with and I'm afraid I'm not sure. Maybe it's just me?
Règlement : can be "payment" or "rules" (or "regulations")
Régulation : can be "regulations" (or "rules"), as in "body of"; or "regulation" as in "the control of"
Réguler : to regulate
But then you know that.

All refs I've seen indicate it's African but agree with you that the translation you found (payment) does not sound correct.

An example from my ST is "Le règlement des marchés de XXXX est appliqué aux marchés à notifier" where the latter term means the contract is above the EU threshold and has to be published in the Journal. The context doesn't make it clear whether their procedures have to be applied throughout the whole process or could e.g. be restricted to payment.

I'd imagine the former, but wonder if people have come across this elsewhere?

I'd say the first and last examples are correct (payment in first context, regulations in second context), but the middle one is a mistake where they have conflated "règlement" for "régulation" as the two terms certainly do not have the same meaning in the second example provided.

All that to say, can you give us the sentence that is giving you grief as I don't think a blanket solution is possible?

My feeling is that in the first instance - procédures de passation, d'exécution et de règlement des marchés publics et - they are indeed referring to payment. </p>

But later on -Le présent Règlement des marchés a pour objet de fixer - refers to the procedure in its entirety.
