English translation: public contracts regulations/public procurement regulations

French term or phrase: règlement des marchés
This relates to public procurement contracts. My inclination is to translate as "procurement procedures" but I'd appreciate input. Some examples:

"la Directive n°04/2005/CM/UEMOA portant procédures de passation, d'exécution et de règlement des marchés publics et des délégations de service public ..." which has an English version "Directive No. 04/2005/CM/UEMOA Establishing Procedures for the Award, Implementation and Payment of Public Contracts and Public Service Delegations..." but I think the term is mostly used at the award stage or for the whole process rather than just payment. See e.g.

" relative aux procédures de passation, d’exécution et de règlement des marchés publics dans l’UEMOA, et la directive n° 05-2005-CM/UEMOA relative au contrôle et à la régulation des marchés publics et des
délégations de service public ..." which has been translated as "awarding, executing and regulating public procurement in WAEMU and Directive n° 05-2005-CM/UEMOA on controlling and regulating public procurement".

"Le présent Règlement des marchés a pour objet de fixer, en application des articles 8 et 13 de l’Annexe 1 (Statuts de l’Agence) à la Convention amendée, les règles administratives et financières régissant les opérations contractuelles de l’Organisation." "The purpose of the present Contract Regulations is to lay down, pursuant to Articles 8 and 13 of Annex 1 (Statute of the Agency) to the amended Convention, the administrative and financial rules governing the Organisation’s operations in regard to contracts."

The concept of public markets exists in English and has nothing to do with your text, I think, so I would leave markets out of it altogether and just refer to 'public procurement regulations' or 'public contracts regulations.'

  -> "reglement" is not "regulation" in this context. It is synonymous with payment. The text is clear-cut: it is about how to process bids for, to execute and to settle a procurement.

agree  Nikki Scott-Despaigne: If there is an official EN version of the directive, you have to stick to that temirno, or have a very good reason not to. ;-) // But it will provide a solid base for interpretation of meaning.
