Vorratsbau / auf Vorrat bauen

English translation: provident building

Bus/Financial - Construction / Civil Engineering / Office space market

Explanation:
I am totally ok with "speculative building" because that´s what it is (in most cases) .

I wondered though if there is a more euphemistic English word for it (like Vorratsbau in German), something along the lines of " build ahead" or " reserve building" so I´m throwing this in solely for the sake of creativity, discussion and thoughts.

After all Vorrat is a stock, a precautious device so to speak.

Explanation:
This is what I would say from a purely linguistic stance, unfortunately googling doesn't really confirm it.

Asker: Thank you for your input, I think speculative building works best in this particular context, though.

speculative building

Explanation:
and development or construction with no formal commitment from the end users of the finished product.

the activity of building houses without having any buyers waiting for them:

(Not necessarily the same as 'building by speculators', which would obviously be a 'bad thing'.)

Y-Man has cornered the market in 'speculative building', so here is another option to consider:
[a policy of] building for the future

"on-spec" construction

Explanation:
I thought this was specifically US-English, because most houses are built like that - not be individuals with their own architect, but instead by developers, tens or hundreds at a time, to be sold once they are finished. Mostly cheap, little variation (using just a few plans is cheaper), but when I googled it, I found it in other areas, too

"on speculation" has 2 meanings - auf Verdacht bauen and zum Spekulieren bauen - and for a German target group, I might add that speculation does not necessarily have a bad connotation (remember "greed is good"? - it's part of the free market / MBA ideology. Everybody just "tryin' to make a buck"

This is the result of previous high vacancy rates caused by building for future demand.
