I believe that "C.E." is the acronym for the name of the function/role/job (FONCTION).
The line should be read relating to the columns:
1st column (No): 2
2nd column (NOM & PRENOMS): Mme da Silva
3rd column (FONCTION): C.E.
4th column (CONTACTS): Albertina Wilson da Silva Tél.:+244 935127196

Therefore this "C.E." is the name of the function or entity where Albertina works.
Still, it can mean several things, and do not even know if it is in PT or FR.
I believe it is best to leave it as is, ie not translate it.
