Думаю, что здесь не обойтись одним только military, как предлагает Sam. Иначе в таблице, являющейся частью названия постановления Правительства РФ, не было бы разделения между разными ведомствами, в рамках которых проводятся специальные тренировки, направленные на улучшение физической подготовки сотрудников для выполнения ими своих профессиональных обязанностей.
В таблице под римской цифрой II спортивные дисциплины привязаны к отдельному органу, действующему на территории РФ, а под номером III - к нескольким. С учетом этого я бы предложил такой вариант: agency in-service sports, а далее уж продолжить, что они developed/fostered/promoted under the administration of a single federal executive body и multiple bodies соответственно.
В словарной статье на in-service написано: (of training) intended for those actively engaged in the profession or activity concerned. На мой взгляд, речь как раз о спортивной подготовке. В более подробном толковании из словаря Collins Cobuild: If people working in a particular profession are given in-service training, they attend special courses to improve their skills or to learn about new developments in their field. Мне кажется такой перевод более подходящим с учетом документа, в котором упоминается искомое словосочетание.
