Asker: Sorry to say that I totally disagree. The term شللية here is not something related to paralysis of institutions, it is more related to the sort of gang style where a group of people create their power and do not allow anyone else in.

Asker: This is exactly it. Thank you! According to the dictionary, Cliquishness: "associating exclusively with the members of one's own clique; clannish" which is exactly what the source language conveys

Asker: Oxford dictionary: "clannish: (Of a group or their activities) tending to exclude others outside the group"... noun is "clannishness"
