The sentence is in a Certificate issued by a hospital to a trainee doctor. I found "background services by physicians" somewhere but I wonder if that makes sense at all.

The on-duty physician is on the premises and the on-call physician can be reached and ideally must be close enough to be able to come to the hospital when needed (Hintergrunddienst is also called Rufbereitschaft).

These should be the right terms, but im not sure if resident already incorporates the assisting part.
But in general the Certificate means that the physician with this degree has qualifications to work as the attending physician (senior staff member) or as a assistant staff member

Well it is natural that the qualification only works for the stated field of work, for example radiology or nephrology etc.
