Explanation:
To me it is not frequency, as that has nothing to do with a type of department in an Aerospace business. I can easily see a department focusing on repeat business or frequent customers ie.returning business from loyal customers who trust the brand.

agree  Daryo: makes most sense so far - verifying the tuning / the frequencies of various aeronautical equipment could very well be one area of "expertise" of this company
