Авторы снова грешат закулисным жаргоном вместо того, чтобы использовать корректные термины. Отсюда – двусмысленность, как и в другом Вашем вопросе о доле участия в «основном» капитале.

Не помогают разобраться с ситуацией также и слова «задолженность» и «выплата (процентов)»:

- «задолженность» в русском – объективно двусмысленное слово, ибо ВНЕ КОНТЕКСТА непонятно, кто кому должен;

- «выплату (точнее – «уплату») процентов» производит должник (заемщик), банк же проценты начисляет (на вклады своих клиентов). Тем более почему как за «пользование денежными средствами» нужно ВЫПЛАЧИВАТЬ еще и проценты? «Уплачивать», наверное?

Наконец, формулировка «срочная задолженность» тоже вызывает много разных догадок. Например, не имеется ли в виду «задолженность по срочному кредиту»?
