in plain speak "the order"/"la commande" is there, "firm and final", the problem is not in the legal status of the order, what they are waiting for is to be "ready to start the manufacturing" of whatever was ordered (as per: unless we have received all the components required to complete it)
IOW we are not going to risk ending up being saddled with half-finished jobs, we'll start working on your order only when we are sure we have all we need to finish it.

neutral  Marion Feildel (X): ...tant que nous n'avons pas reçu... une commande prête pour la fabrication ?? Cela n'a pas beaucoup de sens. If the order is "firm and final" as you say, the firm having accepted the order cannot say that they are not sure to get the parts.
