In European LMD system (Licence, Master, Doctorat) M1 is equivalent. to BSc hons, M2 to MSc (or MA etc depending on subject)
It replaces Licence, DEA, Doctorat.

Le master, préparé en 4 semestres après la licence
2 filières sont possibles : le master recherche, qui permet de suivre ensuite un doctorat, et le master professionnel, qui prépare à un métier précis et permet une entrée immédiate sur le marché du travail.

So it would seem to be a pre-doctoral graduate diploma, but I do not feel comfortable proposing an answer.
