When an American citizen dies abroad, one of the jobs of the consular officer is to notify federal agencies that may have been paying federal benefits to the deceased, as outlined here:

"b. If the deceased was receiving Federal benefits at the post, give a copy of Form DS-2060 for follow-up action to the consular officer responsible for Federal benefits at the post. (See 7 FAM 500.)
c. If the deceased was not receiving Federal benefits at the post, but the consular officer has reason to believe that the person was receiving Federal benefits in the United States or elsewhere, send copies of the DS-2060 directly to the Federal agencies involved."

Now, as I mentioned in my Discussion comment, the Office of Personnel Management (OPM) was called the Civil Service Commission (CSC) until 1978. It seems very likely to me that the current State Dept. Form 2060 has simply retained the old initialism from the time when the OPM was called the CSC.

Here is some evidence for this, from another State Dept. link on reporting the death of an American citizen abroad:

"If the deceased received regular payments from any of the following, please give the claim number and the amount
received:
Social Security:
Veterans Administration:
Civil Service:
Railroad Board: "

And here "Civil Service" and "Office of Personnel Management" are directly equated in another State Dept. link:

"The federal benefits units in certain U.S. embassies and consulates stand ready to assist you in applying for claims, processing name and address changes, applying for Social Security cards and other services.

Most U.S. citizens who retire or otherwise reside abroad receive their Social Security, Department of Veterans Affairs, Civil Service (Office of Personnel Management), Department of Labor and Railroad Retirement benefits using direct deposit."

Here is a link to an old (c. 1978-1979) State Dept. form for reporting the death of an American citizen abroad. You can see there were virtually no changes made between the old form and the current form:

I find it somewhat surprising that "CSC" would still be on the form so many years after the name change, but it seems entirely plausible to me given the evidence and general bureaucratic inertia.

Google US consular services and CSC. Almost every single hit comes up with a website that is hosted and maintained by Computer Sciences Corporation - even the various consular facebook pages - and they also seem to process the information and fees on behalf of the government.

Really not clear but think last "C" might be "Certification " as Consular officers report or certify deaths of citizens abroad if the bodies/ashes are to be returned to the US and for legal purposes.
