Thanks for the input. I'm going to for something from ESA "physical/functional assembly levels" which seems, as far as I can see, to be more or less what they are talking about. Will update if I get any feedback.

The systems are general ones, assemblies having sub-assemblies (one example mentioned is printed circuit boards). Sécurité must mean safety in the context of fatigue damage (but this is the only occurrence of that word). I go along with your "organico", but I think "fonctionnel" is probably something different (but I don't know what).

I'm reluctant to post this as an answer because you're reluctant to provide context. We still don't even know what type of system is being tested, and whether "sécurité" means safety or security, so I can't be sure.
However, I think "organico" means "relating to the organisation", "fonctionnel" refers to specific jobs, and it's something to do with different requirements applying to different individuals and parts of the company.
It wouldn't take you a moment to post the context. Just humour us! We might even agree with you that it doesn't provide any illumination, but we still need to see it.

It feels like you're making the decision for us by saying that the context is no help. People often say that here, and when they are eventually persuaded to provide it, it turns out to be very helpful. But maybe someone else can help without seeing the text.

Context doesn't really help here I think - the ST is about generalized fatigue testing. Immediately previously, it says that a particular parameter value can be chosen for the system under test but that a much lower value should be chosen when this is located on "une chaine organico-fonctionnelle de sécurité." So, there's some organico-fonctionnelle hierarchy (not described anywhere).
