Asker: Ne radi se o tome. Kontekst je sledeći (ja nisam dao dovoljno pojedinosti, izvinjavam se) - potreba da se napravi sistem koji će garantovati izvršenje pravnosnažnih sudskih odluka. Ako ga nema, onda su te odluke "inoperative" u smislu da su bez dejstva, neizvršive, džaba ih je sud donosio ako ne mogu da se sprovedu.
