What is translation of the word "endorsement" in this context ?

This is about a small machine which traffic police use to fine for traffic offences.

The manual says : to enter Endorsements (trafflc offences) in to Smart Card Driving licence using SD Card. Using "Endorse DL" function, Endorsement can be done, Steps involved in Endorsement of Driving licence.
