I just feel the need to add a note of caution here: If these Technische Richtlinien are simple guidelines, then you may have a problem with "requirements to be met".

We've just had a question about "Richtlinien" not too long ago: Both Leitlinien and Richtlinien are "guidelines" in English, although sometimes the latter may be "regulations".

The crux of the matter is that typically, you're talking about technical guidelines when laying down rules which allow a certain leeway in their interpretation - that means, these are not direct requirements which have to be met, but the sentence would be something along the lines of:

"The testing centre will provide an IT infrastructure based on the guidelines for technical personnel, in order to allow students to participate in the exams offered online."

It simply depends on whether these "Richtlinien" have to be followed to the latter or if there's some "wiggle room" - then you'd be better off with the above or say something like "ensure that the guidelines for...are being observed/followed".

Usually, I'd say that's not a good job for a translator - not that you're the one held liable for anything in there later (the Anglo-American legal system is simply different from the German one), but for what it's worth:

schaffen = create/establish/provide

"Voraussetzungen":

Oddly enough, no web page I looked at phrases it quite like the German.

Example:
"We will use reasonable skill and care in providing the services to you. We will do so according to the qualification content set out in the agreement. We do not make any commitment to you that the content of the services will meet any specific requirements that you have (except to the extent that your requirements match the course description which is given in more detail on the Website)."
