The direct, literal translation is perfectly OK. It refers to the "grandes fondos internacionales de inversion en infraestructura" mentioned in the ST, which are big international infrastructure investment funds. An international investment fund is a well-established phenomenon:

"Prior to Deutsche, Mr. Prakash spent three years as an Associate at JPMorgan’s Infrastructure Investment Fund (IIF) where he was responsible for sourcing, structuring and executing transactions for direct equity investments in brownfield infrastructure assets in OECD countries across energy and infrastructure sectors. He was also responsible for managing JPMorgan IIF’s 1.4 GW contracted power portfolio, developing strategic platform development ideas, business planning and forecasting, debt refinancing, capital planning and analyzing recontracting and/or hedging opportunities."

And it's quite common to refer to "the big funds", referring to infrastructure investment funds, pension funds, hedge funds, or whatever:

It's a question of style here. This is a journalism, and it's a headline. Journalists favour brevity above all in headlines: short words and nothing that's not strictly necessary. It has to be punchy. There's no need to specify investment; that's obvious. The Spanish journalist who wrote this didn't see any need to say "fondos de inversión"; "fondos alone was enough. "The big funds", or just "Big funds", is what an English-speaking journalist (especially a British journalist) would have written. "Big" is favoured in financial circles. The leading accountants are not called "the major four"; they're called "the big four".
