und ganz allgemein / und überhaupt Explanation: Das „many working in excess of the 48-hour week“ und der Satzteil mit „and more generally“ gehören hier enger zusammen. |

first insert "were"... Explanation: At first I couldn't understand this sentence at all, but then I tried inserting a (missing?) "were": While in France the pressure on working hours continued with widespread disregard for the regulations, many WERE working in excess of the 48-hour week and - more generally - increasing pressure to reform the 35-hour week legislation. If you do that, "many" is the subject of "WERE working in excess of the 48-hour week" and also of " increasing pressure to reform the 35-hour week legislation" and the "more generally" goes together as a sentence adverb. |
