the word structurant is rather confusing

A study of the urban fabric of the wider area surrounding the MU9 site shows fine urban grain along the Newcastle Quayside area, *with a defined hierarchy of streets and spaces.*
**The main structuring spaces still seem to be based on historic alignments**, with permeable tissue that allows pedestrians to move about freely. The urban tissue on the Gateshead side of the Tyne appears fragmented, with some pockets of remaining fine grain, but generally the grain seems dominated by large footprint buildings set in large, undefined open spaces that generally discourage use by pedestrians. Some larger areas of continuous finer grain with clearly defined streets and spaces are planned for the Baltic Business Quarter."

A French native speaker suggested "of decisive importance to". Structuring doesn't sound English but may be OK.

agree  writeaway: yup. Woluwe Saint Pierre is one of the Brussels communes. Belgian terminology can be weird because it's often 'borrowed' from the other (main) national language. there may be a idiomatic way of putting it in English (this sounds so translated)

-> Thanks, writeaway, have a good day!

neutral  AllegroTrans: I have never heard of a "structuring area" // it is decidedly not understandable to an English speaker
3 hrs
-> Understandable as it is the translation of a Belgian concept. Please have a look at my links.

neutral  Miranda Joubioux (X): I don't like using 'a structuring space' because I want to replace it with 'structural'

an area that of structural importance to ...

Explanation:
You should see this as inseparable from the following part of the sentence:
" ... que le bien se situe ... et /en zone d’espace structurant au plan régional d’affectation du sol/.

The property is located in an area that is of structural importance to the Regional land use plan.

In planning, a structural plan provides the broad, strategic planning policy for a region and I think that "stucturant" is used in the ST with this meaning.

www.peeblescommunity.org/community-council/consultations
The Scottish Borders Council Local Development Plan is drawn up in conformity with the over-arching strategic structural plan for the region - the South East ...

www.jstor.org/stable/20723179
surprising of all is the fact that this structural plan for the region is entitled: 'Parks, Playgrounds and Beaches for the Los Angeles Region'. To achieve that ...

I think that "of decisive importance to," as suggested by the Asker, means something quite different.

agree  Miranda Joubioux (X): I like this way of dealing with it. It makes it sound English.
