Strictly speaking a "decanter" is something that you "decant" something into (in this case olive oil) from another usually less decorative container (in this case usually an olive oil bottle/or canister). As far as I could see from the link the image in question was a "decanter" into which olive oil could be decanted. Sometimes in Spain and Greece expensive olive oil is sold in a "decorative ceramic flask".
