El problema es que no sé si se refiere a las vestimentas o al color de la piel. Si se tratase de esto último, tal vez "multi-hued denizens of its streets." Si se trata de la ropa, pues "colorfully clad inhabitants" o algo así. Para no errar ni de un lado ni del otro, pues con "colorful people" se soluciona el problema, creo yo.
