I think this is a more natural way to express it in English and it is probably better to leave the law out of it. One doesn't usually appeal to the "legal standing" of a degree.

Or more completely , perhaps:
"has there (in France) all the legal standing that comes with the rank and the French diploma"

I think more literally it would read "bears all the consequences (or results) that are attached to the rank and the French diploma" - but that sounds clumsy to me.

disagree  writeaway: never came across this rendition. held by whom??? /sorry, but have to change to disagree. this is really unacceptable as a standard translation. I respect everyone's right to be creative but this is a very personal, one-off translation.
