Eu julgo que o termo "Appraisal" é mais usado neste tipo de estudos que têm uma vertente económica muito forte (isto é, projetos de investimento públicos), ou seja, analisados e elaborados pelos departamentos de entidades públicas (por vezes tb subcontratados a empresas de consultoria especializadas). Este tipo de estudos considera parâmetros económicos como por ex "externalidades do projeto" (criação de emprego indireto, desenvolvimento regional, etc.)

A "Avaliação de Projetos de Investimento" de empresas é muito diferente, é mais "micro-económica", é mais pragmática, é mais característica da Gestão, orientada para calcular rentabilidades dos investimentos. Julgo que neste caso a expressão mais usada é "Investment Projects Evaluation".
Portanto, para o caso desta tradução sugiro usar a primera opção se for um departamento de entidade pública, e a 2ª se for um departamento de empresa.
