I think "beneficiary" would do the trick, as it includes the notion of an entity/person that benefits from the use of something, without implying actual ownership (in title and possession). In this case the Authorization Holder and Manufacturer can be another entity and the Beneficiary may "benefit from the exploitation" of the item concerned (usually on a basis of an agreement).

I have no clue what it could be. Which section is it?
Δικαιούχος can be translated as "Rights holder" but not as "legal owner", I would say, but better avoid guessing!
