The sentence is a headline for the winery's promotional literature and says simply: Mención “Mejor Establecimiento Enólogico” 2011

Oenological is a word, but I feel it is rather technical, especially in the context of promotional literature. I've been unable to find the body behind the award or any existing translation for the award itself.

Here's a truly dreadful page (probably machine translated) on these prizes. They call this one "Award for the best oenological establishment", but the important information follows in parentheses: "(Winery, Museum of wine, etc.)". So it's not just for wineries, and you can't call it "best winery".

"Best Wine Establishment" is what they call it here:
