compensation in lieu of (... interest)
Explanation:
The parsing doesn't fit the most illustrative answer very well.

"indemnités compensatrice" is the main part here, and that's "compensation in lieu of" or "compensatory indemnities". the "taux" doesn't really matter that much because the interest rate is less relevant now that there are "indemnités compensatrice".

Should the adjective "indemnités compensatrices" be plural?

I suggest "compensatory indemnities in lieu of interest" as an alternative.

Basically, this amount is presumably some lump sum to be paid, perhaps to put an end to finicky considerations of nickels and dimes paid if the amount is received a week earlier or later, I would think.

Notes to answerer
Asker: Yes, it's plural in the source. Now, this column is completely blank in the document, which covers 3 years of payments. Would "Compensatory Allowance suffice?"

neutral  Nikki Scott-Despaigne: Probably not quite accurate to say this is "in lieu of" with "compensation". How about "interest rate allowance"?

-> I had understood is as an agreed amount to pay instead of calculating precise amounts according to some previously agreed interest amount(s). But now I think it might be an allowance to cover expected costs of interest at (which rate?). I think u'r right

interest rate compensatory indemnities

Explanation:
indemnités compensatoires = compensatory indemnities (see reference) - IMHO applicable even if the ST uses "compensatrice" rather than "compensatoires"
