Hello. This is from a notification to the European Commission on the legal system for conflicts of interest relating to the ITV (Inspección Técnica de Vehículos) in Spain:

No obstante, si bien la norma reglamentaria deja a salvo, como no podía ser de otra manera, las competencias de las Administraciones autonómicas correspondientes para determinar el régimen de incompatibilidades, lo cierto es que debería hacerlo en el propio artículo 4 del Real Decreto 224/2008 que pretende suprimir, tal y como está establecido en su redacción vigente. Todo ello en la medida en que para que las Comunidades Autónomas puedan ejercer válidamente su competencia, el Estado español debe dejar un cierto ámbito de desarrollo y ***complemento normativo***.

agree  Charles Davis: I think your proposal for this phrase is good, but your suggestion for the whole sentence bears little relationship to the source. It means that the central government should allow the autonomous communities to exercise an additional regulatory role.
