Explanation:
Looking at the DRAE definitions of desenvolver (http://lema.rae.es/drae/?val=desenvolver), it does seem probable that it's being used here in it's sense of desarrollar (http://lema.rae.es/drae/?val=desenvolver), often translated as develop (http://www.collinsdictionary.com/dictionary/english/develop)...

However, I'm sure I'm not the only one who frequently encounters desarrollar being used to indicate that something is taking, or will take, place, basically as a synonym of suceder, which doesn't really fit with the commonly accepted meanings of develop (design, create, improve, etc.).

In these cases, I often use implement.

If you REALLY don't want to use "development", perhaps "Organización y Desenvolvimento de la Actividad Turística" could also be translated as "Organising and Running Tourist Activities", which is good enough for this guy's LinkedIn profile:
