"Il en résulte une certaine opacité, aggravée par le côté aléatoire des sommes transférées, puisque sujettes aux aléas annuels des arbitrages budgétaires de la loi de finances."

It may be because It's late and my brain is mush, but I cant seem to find a nice English way of putting this across without losing some meaning or having to go around the houses.

Any suggestions would be appreciated.

but in fact, these annual decisions are not really "aleatory" (no one is throwing dices to decide the budget, or pulling figures out of a hat / or maybe they are?) but rather "imprévisibles" there is a logic to them, but you simply can not predict the result, so I think a better option would be:
