English term or phrase: the shop is closed

Hi,
What could be the meaning of “the shop is closed” in the following passage? I’ve found a few definitions of the expression, such as “An establishment permitting only union members to be employed.”, but I’m not sure about the meaning in this case.
Could it mean that the channels of communication must be left open?

Here is the passage:

The prefrontal region coordinates and balances the whole brain with the whole body, and even our inner networks with the social world. Yes, this region behind the forehead connects all the parts of the brain in the skull to one another, and links those functions to what is going on in the body (signals from the heart, intestines, muscles). Then those connected signals are woven together with the input from other people. That’s a lot of integration, the linkage of different parts. So as adolescents we need to cut ourselves some slack, and as adults we need to give respect to the remodeling adolescents are going through. That doesn’t mean * the shop is closed *, it means we make adjustments for the fact that the adolescent mind is shaped, at times, by a construction zone.

Explanation:
A "closed shop" is not open for business, not operational.

So they are saying it is not quite a severe as this.

Reminds me of that other expression, "the lights are on but nobody is home", said of people people who are day-dreaming or not concentrating.
