Jedan od primera je i korišćenje službenih stanova koje funkcioneri na osnovu internih propisa ili uredbi, posle službenog korišćenja, otkupljuju po izuzetno povoljnim uslovima. I think this is the most common way of expressing this in English

neutral  Daryo: stanova koje funkcioneri na osnovu internih propisa .... "funkcioneri" would be rather offended to be branded "staff" - they are the one to have their own staff ....// 10 Downing Str. = "staff accommodation"?

  -> well, this does depend on the grade of the official concerned, you're right. I was thinking of diplomatic corps, civil servants and international military service staff rather than the prime minister
