Explanation:
What is comprised by "urbanisation"? I understand it as concentrating different types of appliances requiring different ambient conditions in different areas. The whole room may be separated by partition walls into individual areas or shops and equipped with appropriate HVAC installations.

Zoning or partioning may be required for cooling purposes as well as for security, noise protection, etc. But, in case the context refers only to the arrangement of racks, the most appropriate term would be "rearrangement".
BTW: the French terms are "rangées chaudes, rangées froides" rather than "salles chaudes, salles froides". But if this is interpreted as "Hot room" and "Cold room", it must be highlighted that the “Hot Room” is not always “hot”, but contains the core equipment. However, the name may refer to the temperature in small quarters filled with power dissipating equipment.
For as long as anyone could remember, there had always been two server rooms: the Cool Room and the Hot Room. The Cool Room was exactly what you’d expect a server room at a mid-sized technology services firm to be: floor-to-ceiling racks along the walls filled with various servers, battery backups, monitors, and KVMs, all tied together with Ethernet and power cables that were neatly tucked in their trays. And, of course, it was a cool 65°F thanks to a pair of dedicated air conditioning units.
The Hot Room, on the other hand, was more like a server closet. It was a cramped 8’ by 10’ room that housed core telecommunications equipment including the firewalls, routers, switches, VPN concentrators, and the PBX system. This room also served as the central hub for the facility’s wiring and had hundreds of cat5 cable running through countless junction boxes. And, of course, it was a sweltering 98°F thanks to all of the equipment that had become even hotter to the touch.

“Move the equipment upstairs to the Cool Room?” Aaron interrupted again, finishing Ted’s sentence, “we’ve already moved what we could. But with everything terminating here, the switches and routers have to stay.”

The next day, Ted stopped by their building’s maintenance office to see if the superintendent could help come up with a creative way to duct some cool air in the Hot Room without breaking the bank. Within the hour, the superintendent met Ted in the lobby and they walked over to the Hot Room.

The use of framed lightweight partitions to subdivide a building's space is fast and effective. These partitions are generally required to provide acoustic insulation. A specific fire or impact resistance may also be required.

Thermal Insulation
Whilst thermal insulation is not generally a requirement of partitions, it may be desirable in certain circumstances. For instance, a computer server room that needs to be kept at a low temperature would benefit from enclosing partitions with mineral wool infill. As the need to reduce energy wastage increases, insulated partitions would make zoned heating within a building more feasible.

The heat was also of concern to the equipment itself, with temperatures inside the cabinet regularly exceeding 30°C. To combat this, the room was subdivided using internal partition walls to enclose the cabinet in-situ, removing both noise and heat from the office space.

Consideration
• The server room and cabinet needed to have integrated cooling to reduce temperatures. Any cooling plan would need to include resilience against equipment failure.
• Sufficient space must exist for equipment loading and unloading from the cabinet rack.
• Since staff would no longer be present in the same room as the cabinet, monitoring equipment was required to detect cooling failures.
• Improved physical security was desirable, to prevent and detect unauthorised entry.
Solution
Construction of an insulated room within the existing office (with lighting and fire detection) was managed by Crosfields School Estates Department, with the following specifications from IT Support:

All rooms containing hardware, software, data, and support operations, etc. must be segregated from surrounding occupancies by a minimum 1-½ hour fire resistance rated cut-off.

Organizations without the luxury of a dedicated room for server equipment will want to consider noise management. Whenever possible, a small, partitioned room is worth the expense. Aside from substantially dampening or even eliminating productivity-sapping equipment noise, having a room for your server gear also offers the ability to secure IT equipment against casual theft or tampering.

It's possible to compare the thermal load of the rack with the thermal output of your server equipment, but a common-sense approach of measuring the temperature inside the rack is often sufficient. Keeping your equipment cool isn't isolated to the heat dissipation capabilities of your server rack; it's also directly affected by the ambient temperature outside the rack. That's why installing air-conditioning units in the server room is recommended.
One often-overlooked concern is what happens when servers remain on after office hours. In such scenarios, you'll need a separate air-conditioning unit that's not tied to the building's central air unit, which is typically switched off after a certain hour.

Walls/Partitions –
In the computer room, rigid floor-to-ceiling perimeter walls/partitions having 2-hour fireproof rating should be erected.
Internal Partitions -
Partitions inside computer room may be built to the headroom height. Consideration for ample air circulation has to be made. Half-glazed partitions are recommended for partitions inside the computer room. Double-glassed partitions for noise reduction may be considered for printer area.

Air-conditioning Equipment
- There are sufficient spaces for maintenance service for the AHUs. They are, as far as possible, to be located at corners or closed to wall partitions to enable more spaces for computer equipment.

Air Distribution Method -
Air distribution in computer room is usually classified into "Raised Floor" and "Non-raised Floor" distributions. Raised Floor Distribution system distributes the conditioned air through the floor void to the computer equipment via air grilles or perforated floor panels. The heat dissipate vents of most computer equipment are designed to suit such distribution as it is efficient in air circulation. In Non-raised
Floor Distribution, air is distributed either from ceiling via diffusers or simply across the floor. Since air circulation of such distribution is not efficient, it is only recommended for small setups.

Perforated Floor Panel - Perforated floor panel, equipped with air-flow control feature, is recommended for distribution of conditioned air in raised floor distribution system. It is more advantageous than air grille because it enables free placement for heavy computer equipment and has no frame protrusion.
Store Room - A normal office air-conditioning system is required for the store room of computer consumable such as magnetic media, printer ribbons and continuous stationery etc. Acclimatization to the computer store is necessary before they are put into use.
Power Conditioner Room - Power conditioner, such as UPS, is a heat generating device and is usually housed in a separate room away from the computer equipment. A reliable air-conditioning system with backup is required.
