a decline in critical thinking skills

Explanation:
If you could give some more context it would be great.
At least, the whole sentence where the phrase appears, could help.

neutral  Michael Korovkin: pardn, but "critical thinking (especially with "skills" added to boot) is from a different operetta": it's didactic term, not psychological/psychiatric

-> I see your point, Michael. But judging from the psychology sources it is "skills" (See the reference below). But maybe you are right and there is a better version to put it. Thanks anyway for your attention!

agree  maxtsymbalau: or "critical thinking ability"

diminished cognitive orientation

Explanation:
As I said, "critical thinking" belongs to the field of education rather than psychology, although sometimes it's used in psychology too.
However, in any case, it means a different thing: an unchallenging/unquestioning attitude. Критичность же, is simply not understanding what's going on around you, being "out of it" :) As a matter of fact, paradoxically, persons with pathological excess of critical thinking (i.e. pathologically polemical) may be diagnosted as lacking "критичность", that is, showing a diminished cognitive orientation/function

Reference information:
