Standards don't tend to use figurative language, so one has to start off by interpreting it literally.
In modern times, great advances have been made in reducing noise in 'factory' enviroments from the clattering cacophony they once used to be; hence one can indeed talk about a notional 'quiet factory'.
However, the contrast being drawn here is that since these thrusters are only used on a very occasional basis, a higher noise level can be accepted, since there will not be the same kind of continual exposure one encounters in a factory environment. |
