• Tier 1 (Order of Magnitude): Project is poorly defined and difficulties experienced in setting a realistic budget. Little formal project investment appraisal, with informal cost indications and/or based on single generic quote. Input costs assumed and not accounted for.
• Tier 2 (Pre-Budget): Project is more defined; as such a selection of options is being included to justify the design intent or preferred solution. There is partial inclusion of operational and implementation costs. Figures being used are more formalised and linked to the specific nature of the project.
• Tier 3 (Budgeted): The approved cost of the project by management. This may be located within the financial budget for the year or as part of an capital application document.
Sunk Costs: Actual final cost of the project at final closing of the account. May or may not be an audited figure reported within the financial statements of the organisation.
