A secretary is not necessarily someone who files letters and gets coffee for the boss, Secretary of State is a grand term indeed. I would put it in capitals and stick with it if I was you.

Just "Secretary" means only 'Secretário'. But the 'Secretário de Registro Civil' means much more than that. In UK, I think you don´t have this specific figure in public administration. Actually, it´s a job that´s a personal one, authorized and accompanied by the government.

Dear Diana, I think it might be "civilian register secretary". It looks like a common job here in Brazil, or in Portugal, as the variant looks like ("Registo" instead of Register", as in Brazil).

For wont of a better alternative I would say "archivist" in this case

Renato Trettel: It might be something like "Ordenador" in Portuguese. Or you may translate as "Curator", or "Conservative", "Preserver", "Keeper", depending on the meaning.
