neutral  nweatherdon: What does the DP stand for? I don't know one way or the other, and have no better suggestion, but I'm not convinced yet.

neutral  Daryo: Asker didn't bother giving ANYTHING that looks vaguely as a context, so I think it's pointless guessing. Could as well be some internal coding, meaningless to outsiders?// "preferential rates (of duty)" for selling electricity doesn't sound much likely.
