Context is a certificate of achievement in Portugal issued for successful completion of a secondary school course:

Passei a presente certidao que vou assinar e leva o selo branco em uso neste estabelecimento de ensino.

My hunch is that the phrase should be translated in the present tense but I'm not entirely sure as there are a mixture of tenses....
