Explanation:
Bueno, simplemente es la palabra que en mi mente (y quizás solo en la mía) entra con mayor naturalidad en esta frase, para expresar lo que acertadamente apuntan las demás propuestas.

Pienso que este adjetivo sería el más probablemente empleado si el texto original hubiera estado redactado en español.

Por otro lado, pienso que resulta estéril entrar en la conocida discusión sobre las diferencias entre eficacia y eficiencia, pues en mi opinión para hablar de eficiencia es necesario poder medir objetivamente los recursos empleados para lograr un resultado, lo cual podría resultar ambiguo al hablar de un proceso de gestión del cambio.

He encontrado este artículo que habla sobre el uso de efectivo/eficiente/eficaz, no para respaldar mi propuesta, sino por simple curiosidad
