Hi all
This is a text about urban housing developments and government policies. Here, it is capitalised and in other places it isn't.
Have already found some possibilities on previous Kudoz entries but would like a wider opinion.
The same term appears in this title which I believe oppose the two meanings of the word 'politique'. The former in the pure sense of the term and the latter meaning 'policies'???

Aha! Just come back to this one and now see it quite differently.
May I be so bold as to say that you have not asked the right question?

As phrased in the header, you have "politique de la ville".
In this way, "politique" is a noun and thus reads as some sort of policy.
However, in context this should read "CHronologie politique de la ville". It is now 100% clear that "politique" is simply an adjective to "chronology" and thus means "political". This could be relevant as setting the scene for "politiques urbaines" where" politique" is a noun; again, no doubt.

Thus "chronologie politique de la ville et politiques urbaines" can be translated as : "the town's political chronology and urban policy".

Sorry, but I had overlooked this information when I first came to this post. It would also have helped to idenitfy the error in your post's title.

"Zones Urbaine Sensibles" = territories/town areas

Politique de la Ville = politics/policies related to/concerning these "Zones Urbaine Sensibles"

Looks to me like it's perfectly coherent.
