Il sezionatore è un interruttore che serve ad aprire o a chiudere un circuito quando questo, pur essendo sotto tensione, non è percorso da corrente.

La funzione dell’isolatore è quella di garantire l’isolamento.
Isolator is a mechanical switch which isolates a part of circuit from system as when required. Electrical isolators separate a part of the system from rest for safe maintenance works.

So definition of isolator can be rewritten as Isolator is a manually operated mechanical switch which separates a part of the electrical power system normally at off load condition.

Da questo, non posso che dedurre che, sì, "isolating switch" e "switch disconnector" sono proprio la stessa cosa. Il 'bello' è che se poi cerco in ita>eng "isolatore" (come eventuale alternativa a sezionatore), di "switch" non ne vien fuori neanche uno.
Per aggirare l'ostacolo potresti denominarne uno "sezionatore" e l'altro "interruttore-sezionatore" (lo trovi in iate, nel link che t'incollo). Oppure chiedi lumi (provvisti di interruttore!!!) al cliente...
