In formal diplomatic correspondence they still use longer closings. To a Minister or higher, the expression is: "Accept, Sir, the assurances of my highest esteem and consideration." If it's just a business letter, then I would write "Sincerely yours." "Sincerely" and "Best regards" are still considered informal.
