in any public thoroughfare (even the chimneys have not escaped),
but is covered with posters and bills of all descriptions, from the modest
single sheet to the unblushing, self-asserting, eight and twenty’.

Non saprei, sul fatto che suoni male in italiano concordo, per l'effettivo significato, invece, non avendo mai trovato clothing con il significato che dici tu continuo a propendere per la mia ipotesi, però non mi sentirei di escludere la tua al 100%

si clothing è il rivestimento degli edifici o anche come sinonimo di roofing quindi i tetti anche in base a quello che si dice dopo...
