I am translating a lease for a warehouse in Brazil. The tenth clause reads as follows:

Cláusula Décima: No caso de desapropriação do imóvel locado, ficará a LOCADORA desobrigada por todas as cláusulas deste contrato, ressalvada à LOCATÁRIA tão somente a faculdade de haver do Poder desapropriante a indenização a que porventura tiverem direito.

I'm having trouble with the phrase "ressalvada à LOCATÁRIA tão somente a faculdade de haver do Poder desapropriante." It almost seems that something is missing in the text. Does this refer to the LESSEE having the "poder desapropriante?"
