Since it's poetry, and rhythm/length is important, I'd rework the whole sentence. The repetition doesn't add anything in English.

Unfortunately it sounds awkward in English. Better to reorder the words, like "There streets are a drunken mess" and "There is xxxx in the streets". But once again, you lose the repetition in English.

Asker: I'm required to provide literal translation but it has to make sense in English. I can't rework any sentences too much. So this is how I chose to translate: "On the streets is a drunken mess, on the streets is complete insanity." Does it sound right?

Asker: I love your translation "And madness rules the drunken streets." Unfortunately, I have to follow my client's guideline and can't use it. So, here is my new version - "The streets are a drunken mess. The streets are a complete bedlam." I have to use repetition. Does it sound right? Would you choose another word instead of bedlam? Thank you!
