If the VHS is sort of a non-profit, perhaps it has a board of directors or a director. Board positions are often unpaid,honorary. The corresponding staff position would probably be Executive director.

Honorary is Ehrenamtlich (not voluntary).
If you need a generic term, then leave the "honorary" out of the formulation.

Thanks for the first four suggestions. Some more Points which might help:
- The context is Germany/Europe, so the term should preferably be BE.
- As I say, this particular person has an Ehrenamt, which is however not the same as doing it voluntarily. I gave you the context (=size of VHS) just in case it is necessary, but really I am ideally looking for a term which will fit all Volkshochschulleiter. Is there a term which my person can use which will not already refer to her status or to the size of her VHS?
